It's the default Splash Screen from KDE4.1 with some mdifications. It's designed to match this KDM theme

My intention was, to have a splash screen witch background is so easily modifiable that it can be symlinked to KDMs background.

The background is by Vlad Gerasimov, its one of KDE 4.1 default backgrounds, very blue, and very nice.

I can agree with martin7, BlueLinux looks fantastic on big screen.

This BlueLinux splash screen looks great on a big monitor. I just installed it, and it looks better than I expected. I can't find out instructions on how to install this, and other artwork, here in KDE-look. Instructions would be helpful. Here is how to install it in Kubuntu 9.04. Download the file, which is BlueLinux.tar.bz2. I don't think that you need to unpack the file using Ark. Go to System Settings, Appearance, Splash Screen, Install Theme File. Browse to the file, BlueLinux.tar.bz2. Then reboot to see it in place. Easy.
