I'm pretty sure that's just Gaim 2.0.. nothing fancy, just a development version.. unless you're referring to the status icons, which are *great*! (What are they?)
The status icons are from Lauri Taimila's Ubuntu Orange theme. Lots of nice tweaks and stuff to get the UI tightened up just a bit more. check it out here:
