this is a dock known as avant-window-navigator. You should be able to find their project at launchpad.net, but a google search should tell you how to get and install it.
could you make an alternative version that does not have that line separating the titlebar and window?
it may be a usability issue, since the user may not know clearly where to click to drag the window, but many do not use the title bar to move windows (and uses alt+drag instead). so they can benefit from a more sexier desktop ;)
i am going to post the same comment in the original metacity theme...
It's not possible to make a xfwm4 theme, because metacity uses menubars pixmap so they are resizing in the same way and xfwm4 can't use one pixmap and that's the main problem. I've done xfwmt theme but it isn't work correctly.

I'm sorry, I misread your comment. The glass background can be found in the dark glass metacity/gtk theme I've linked to in the description.

That would be something handled directly by the gtk theme and is not something I specified within my emerald theme.
