The deb package, compile in /usr/bin, but use $HOME/.wallpaper_manager, to data files
Install with gdebi-gtk, or from terminal:
sudo dpkg -i wallpaper-manager_2.0.8.4-8_all.deb && sudo apt-get -f install

You can install from the ppa by this commands:

sudo add-apt-repository ppa:baitsart/wallpaper-manager
sudo apt-get update
sudo apt-get install wallpaper-manager

But from ppa, is only in english, and doesnt have (Video wallpaper, dependencies) , because is not compatible to launchpad.net, you can install it manually.

You can specify the directory you want, replace /Pictures by
directory you want, on the file /w_m/actions/reload.sh
