If you are using ubuntu, put the file in:
/usr/share/pixmaps/splash/
the make a link with the name: ubuntu-splash.png
or rename the file to ubuntu-splash.png and then put it in /usr/share/pixmaps/splash/
You will need to use sudo.
This was based on japan_splash_2.png
