In Mint Cinnamon 1.4 or 1.5.2 the easiest is to create a .themes folder in your home folder and extract the theme there. Then when you go to cinnamon settings and themes it is there in the list ready to use. My Mint Cinnamon 1.4 does not have a /usr/share/cinnamon/themes folder. It only has a theme folder without the s so extracting directly there does not work but the first method works perfectly. Just remember to press {control}h to see folders that are normally hidden to extract the theme into your home .themes folder.
