NASA images generally are not copyrighted. You may use NASA imagery, video and audio material for educational or informational purposes, including photo collections, textbooks, public exhibits and Internet Web pages.

it is my lack of familarity with the upload process on this site. i have since noticed that there are other options to better reflect the nature of images, so i thank you for your steerage on this matter

As a NASA file, isn't this public domain rather than GPL? You can't just go slap restrictions on someone else's work.
