This is a SuSE 9.3 wallpaper that matches the SuSE 9.3 default bootsplash and splash screen. It's basicly except I took out the "Press esc for more information dialogue in the bottom right corner. The Panel tinting was already there so to make it look right you should make your panel a custom hight of 65 pixels and If you want to make your panel transparent, you should adjust the tint level to 0.
