Hi, you have two ways to do it,
(1) Right click on desktop, choose 'Change background'. On the new window click on the tab 'Themes', now you can drag&drop the tar.gz file to that window.
(2) Extract both folders (Fn Mod & Lambda) on /home/YOURUSER/.themes/

oh I see, yes it uses Murrine engine, I don't know exactly which version as it came pre-installed with Ubuntu 10.10.
If there's no package for debian you could try compiling from git.
Anyway, now I'm using fedora 14 along with the theme Equinox-evolution, it rocks :) I think you can get it here:

No, no i meant, this theme uses murrine engine? I have it installed but i think the wrone version. Or not? It dosen't work :( ... i have debian 6
