as i sad, a mod of. i changed most of the values (amazing how easy that is with emerald). but, yes, basically it is "Scaled Black Mod"

but unfortunately panel background isn't looking good for larger panels. eg. 48 height.
hmm yes, its optimized for small paddings and so. but everyone could edit it to his/her likings ;)
