The tarball in the download link has two tarballs inside it: one is the GTK theme and the other is an icon theme called Humanity Blues. You must extract both to some folder and then install them. Hey, that icon theme is great. Why isn't it available to download separately at gnome-look.org?
Im not the author of the icontheme. You can find it here: http://gnome-look.org/content/show.php/Humanity-Colors?content=117230 Ive just added a icon and included it for all the lazy people. Im sorry if I wasnt clear enough about that. :)
Looks nice, but can't install. How recent? My Murrine is 0.90.3 and Equinox is 1.20.
You should be able to install the theme anyway. I'm using the same versions as you. Do you get any kind of error message?
Strange. I'm Debian Squeeze, you using Arch? Trying to think of what you'd have installed that I haven't... pretty sure Squeeze would pull in far more (useless) dependencies than Arch!
What happends when you unpack the theme and moves it to the ~/.themes folder and then trying to use it?
Not a lot! Just presents me with the very ugly default GTK theme (Industrial perhaps?).
Strange. The 2 gtk-engines are the only required deps. Try to restart GNOME (Or what youre using?) and see if that helps?

What about gtk-engines-pixbuf? I'm 2.20.1.
I cant reply to your latest comment so I reply here instead. :) Pixbuf isnt needed. I dont even have it. I'm quite sure its Murrine engine thats messing things up. I remember another user had similar problems with another Murrine theme. he solved it by rebooting the computer, dunno why it solved the problem though.
I'll have a tinker and let you know if I sort it out.
maybe you have to install the svn version of murrine, you can take it from the murrine git..
