Just an idea, if you have the flare effect as a background image thats stretched over the screen then add another part that is the logo with a transparent background thats aligned to the middle, you could make this scale perfectly on widescreen and standard resolutions.

Bust open the Grunge background static background to see how that stays the same on all different resolutions.
