I don't know any arabic, but I like how this looks - the top-left text might need changing, though.
You should definitely package that correctly - KDE 3.2 allows you to install/remove/change splash screens from Control Center - one example of a working, installable splash screen is Debian Evolution 1.1 if you need a reference.
