It isn't hard to make your own Theme.rc file.
If you go to: /home/user/.kde/share/apps/ksplash/Themes
then you can pick a Theme.rc file out of another splash screen. Study it and then type in the correct information that you need in order to get it to function properly. But it really is a pain in the rear when people don't include a Theme.rc file with their splash screens.

where could i find the icons used here, for kde?
you can download this icons in icon contest on kde-look.org It is my own work, by my hand.
I've converted zip to tar.bz2, but it gives me an error "No theme configuration file found". Nice theme - it's a pity I can't install it.
