The top bar is a kicker panel with (from left to right) the quick browser special button, the menu applet, the systray applet and the clock applet.
For the menu applet to work, you first have to enable the menu bar in the desktop preferences -> behavior. Choose Mac OS style. The menu bar wlll appear on top of the kicker panel, but when you add the menu applet it will disappear.

But how do you move the system tray? I haven't been able to figure it out, then again, I'm still learning.
