The Debian Free Software Guidlines (DFSG) lists out the conditions for software to be included in Debian: http://www.debian.org/social_contract#guidelines
The reason why cc-by-nc isn't considered a free license is the -nc part, it disallows the use of the work for commercial purposes, which Debian wants to allow.
