If you love or like Linux then why to create or share a theme based on windows!!
If you look at the base Reactionary package https://www.opendesktop.org/p/1253201/ you'll see I wrote "Just a bit of retro fun". Also, its a reaction to the bland "flat" themes that seem to be the current fashion.
