Anecdote: In opensuse Leap 15.3 Kde Plasma every time I installed a mouse theme it was not applied in all sections, the cursor was seen with strange icons and it was only because it did not install as sudo.
download the file then open your favorite file manager then go to home and enable "show hidden files" or search how to then go to .icons folder if not shown make one by naming the untitles folder .icons then extract the fle to that location
1.Download the file
2.Extract the file
3.Enable show hidden files
4.Copy/paste the extracted file to .icons folder or make a new .icons folder if not shown
5.Then head to settings and change your cursor done :)
I did just that and it worked only when the cursor was in the Gnome Tweak window. If I moved my mouse to outside the window it changed back to the default cursor. I tried moving to /usr/share/icons too but not work. I use Fedora 29 with Gnome 3.10. Thanks for the reply =D

How do you use it? I am new.
It doesn't work. It works only in Gnome Tweaks window. Maybe it's because I am using an old version of Fedora.

Oh that one yeah a lot of people encountered this problem just re-login or restart then it will be fixed
