This plasma theme is used in Spectrum Dark
Changing Panel Opacity:
Opacity can now be changed using the script included with theme. Navigate to the theme's directory and pass a value from 0 to 99 to the script.
For example:
$ cd ~/.local/share/plasma/desktoptheme/spectrum-classic-dark
$ ./changeOpacity 43
Under Workspace: Workspace Behavior > Desktop Effects
"Background contrast" to toggle between 2 levels of transparency.
"Blur" will let you choose the strength of the blur effect as well as noise.
There are a lot of other effects in Desktop Effects to try if you are new to KDE Plasma.
Troubleshooting:
Have you tried turning it off and on again? Sometimes plasma assets will not update and some may still be themed to something you previously had set. This can usually be fixed by restarting.
To restart just plasmashell, open KRunner with "Alt + F2" to execute the following:
plasmashell --replace

10 Finally, theme that I have absolutely no complaints about. Thin panels composed over border, option to change opacity, using highlight colors from the color theme. Addresses every single problem i have with the breeze.

Great theme, unfortunately it doesn't work under Wayland. Manjaro has just switched to Wayland as default so imagine this will affect many going forwards. There's some strange extra borders, and transparency is too high. Can you take a look?
Haha, at least one of those problems was not caused by me. As for the extra borders, I believe you are talking about the new Aurorae theme. Aurorae themes do not seem to work well under scaling greater than 100%, so I will probably have to add 1.25-2.0x scaled assets. If you look closely at the edges of a window, the real border size will be shown as a blurred rectangle. I will try and release a fix soon, but it will have to be manually applied.
Ok. Actually the borders problem disappeared when I switched to breeze dark and then back to this theme, but maybe it will reappear on next login. Is there any way to numerically increase the opacity of application launcher etc.? I already have Background Contrast turned on.
edit: Toggling the blur module in desktop effects solved this for me. No idea if it will be retained next time I have to reboot though.
You may be on to something actually. I just used Wayland on KDE Neon and it seems that my contrast settings are overridden. It looks like Wayland enables the opaque component of the Contrast Effect, or at least handles it differently. That explains why the corners of the menus are sharp. I am open to reducing transparency. The way the Aurorae theme looks now really is more in the style of Ultra than it is Classic.
