/usr/share/cinnamon/cinnamon-settings/modules/cs_panel.py
and edit:
widget = PanelRange(dimension_text, "org.cinnamon", "panels-height", self.panel_id, _("Smaller"), _("Larger"), mini=20, maxi=80, show_value=True)
