Description:So I decided to create one.
This icon pack is based on icons found in GTK98, Chicago95 and GNUStep icon packs and on icons published at Alex Meub's Windows 98 Icon Viewer website.
This is only an iconpack. If you want to enjoy full Windows 2000-like experience, I recommend to use this iconpack in combination with "MS Windows 9x" widget style and "Reactionary" or "Memphis Translucent" Plasma shell theme.
Installation: copy Memphis98 folder to ~/.local/share/icons/

It is pretty good but can you customize it? For example, i don't want it to change all my icons, like KCalc, Kate, LibreOffice, Firefox. Can it change only the folder icons for Dolphin?
It's meant to be a complete icon theme, so I'm not going to remove app icons. If you don't like some icons, simply go to ~/.local/share/icons/Memphis98/, find them and delete them. Alternatively, you can delete whole apps folder. Default Breeze icons will be applied for those you deleted, after next logon.

Yes, you are right, it's KDE-only. If you want old Windows feel on XFCE, try Chicago95 or GTK98. Alternatively, you are free to fork this iconpack and make it compatible with XFCE
