QT Widget tooltips give problems with this effect, they appear 'broken', it was the same with the old effect before removal, and maybe that was one of the reasons for removing it.
Can upload video, I don't see any broken Qt Widget effect

p.s. you can try Libreoffice (QT/KF6) if you don't have octopi. Moving the mouse on buttons I see corruption of tooltips.
No issues on Libreoffice as well.
Yes on Wayland the problem does not occur. Only on X11. Could you simply exclude the QT widget tooltips on X11 from the effect?
There is no such API, you can use morphing without V2 or to disable.

Yes Dolphin does not give the same problem. Or rather, it gives me it very very rarely by moving the mouse cursor many times.
also, I'm on X11 you are on Wayland.
So don't use X11, Wayland is better and it could run any X11 applications
