KDE Plasma users may go to System Settings, Appearance, Icons, Get New Icons..., search for OpenDesktop-Icons and apply it. Non-KDE Plasma users may download and unzip the compressed file into ~/.icons (create .icons folder if it doesn't exists in your home); then apply it depending on your system (e.g. on Ubuntu use Tweaks)

I am running GTK 3.36 on Ubuntu 20.04. The link you gave is a KDE theme. Sorry I was not clear. I am interested by the theme, not the icons.
In KDE the name of that Window Decorator is Oxygen. Did you try this one https://www.gnome-look.org/p/1478368 ?
