The image is taken from the OpenDesktop-Dark Global Theme (https://store.kde.org/p/1484021), which automatically installs also this icon set.
KDE Plasma users may go to System Settings, Appearance, Icons, Get New Icons..., search for OpenDesktop-Icons and apply it.
Non-KDE Plasma users may download and unzip the compressed file into ~/.icons (create .icons folder if it doesn't exists in your home); then apply it depending on your system (e.g. on Ubuntu use Tweaks)

The theme with the window in focus having the border glowing is extraordinary. Do you know if there is a GTK theme like that?
You can try the OpenDesktop-Dark Global Theme (https://store.kde.org/p/1484021), which automatically installs also this icon set. Let me know if you hit problems.
I am running GTK 3.36 on Ubuntu 20.04. The link you gave is a KDE theme. Sorry I was not clear. I am interested by the theme, not the icons.
In KDE the name of that Window Decorator is Oxygen. Did you try this one https://www.gnome-look.org/p/1478368 ?
